CTP will be cheaper for those who do not get into an accident

From April 1, the system of “bonus-malus” coefficients (KBM) in the calculation of the price of the OSAGO policy for motorists will change in the Russian Federation. According to Kommersant, for the first time in the history of Avtograzhdanka, the minimum CBM available for accident-free drivers dropped to 0.46: the previous minimum limit (0.5) has existed since the appearance of OSAGO in 2003. This means that for neat motorists “avtograzhdanka” will be cheaper by 8%.

The new CBMs used in the calculation of OSAGO are enshrined in the instructions of the Central Bank of December 8, 2021 and come into force on April 1, 2022. Now, for example, if a driver with a CBM of 0.5 does not have an accident in 2022, in 2023 the CTP policy will be 8% cheaper for him. About 10 million motorists who had a KBM of 0.5 (26.4% of all car owners) at the end of 2021 will be able to take advantage of such a discount.

If the motorist is to blame for the accident more than three times a year, for him KBM (maximum possible) increases from 2.45 to 3.92 – the cost of CTP will increase by 60%. According to data for the first six months of 2021, with this ratio there are just over 3 thousand. drivers, motorists with KBM more than one – 144 thousand man.

By the same instruction of the Central Bank, the corridor of basic OSAGO rates was expanded by 10% from January 9: for cars, in particular, from 2.47 to 5.43 thousand. up to 2.22-5.98 thousand руб. The expansion of the corridor, the Bank of Russia explained, contributes to “even greater individualization and differentiation of tariffs for drivers with different levels of risk.”

For more than three years, the average price of a CTP policy has remained at about 5.5 thousand. rub., said the President of the Russian Union of Motor Insurers (RSA) Igor Jurgens. Now that inflation has risen sharply due to the geopolitical crisis, the average price of a mandatory “auto citizen” is still unchanged, and for accident-free drivers will even fall, he said.

However, insurers and car dealers since the beginning of the special operation in Ukraine and the imposition of sanctions have recorded a sharp rise in prices for spare parts. Against the background of this process, experts say, more and more drivers will face the fact that CTP will not be able to cover the cost of repairs, and will stop insuring, despite the discounts.

The OSAGO system should be built as a balance between the solvency of the car owner, the fairness of payment calculations and the risks of the insurer, says Vice President of the National Automobile Union Anton Shaparin.

“The sharp rise in the cost of the policy due to the recalculation of KBM, disproportionate to the meager amount of discounts for accident-free driving per year, combined with insufficient payments for car repairs, this balance is destroyed,” said the expert. – As a result, car owners will begin to abandon the purchase of insurance even more, especially since control over this is minimal. It makes no sense to buy CTP, provided that the payment can not cover the repair at the current cost of spare parts. And with the growing number of uninsured, even bona fide victims of road accidents will increasingly face a lack of payments and the need to go to court. And they will also give up insurance. “
