The Audit Chamber checked the construction of the Vladivostok-Nakhodka-Vostochny port highway and proposed to reconstruct the existing A188 highway instead of building its second section (from the 43rd to the 146th km). The reason is the difficult terrain of the projected road and the high cost of construction – about 3 billion rubles per km of road. The relief has already led to a 69% increase in the price of the first section, and it will not be possible to complete it before 2023.
The second section, which is now proposed to be abandoned, was to pass from the Big Stone to Nakhodka and the port of Vostochny, bypassing the settlements and further from the sea. That is, in forests and hills. Experts soberly assessed this plan.
“Landslides on the slopes reach 10 km in length, and there are many such areas. The projected route crosses 112 watercourses (rivers, streams, straits), through which it will be necessary to build at least 112 man-made structures. Taking into account the preliminary cost, which is 309 billion rubles, and the length of the site (104 km), the average price of 1 km is about 2.8 billion rubles. Therefore, taking into account the already negative experience of landslide processes in the construction of the first section of the highway (from the 18th to the 40th km), we suggested the Government of the Russian Federation and the Governor of the Primorye Territory to consider the reconstruction of the existing Artem – Nakhodka – Vostochny port , – the auditor Valery Bogomolov reported at board.
As additional arguments for refusing to build the second section, the Accounting Chamber cited a long search for investors – more than two years. At the same time, the impact of the new highway on the transit of goods through Russia is assessed as insignificant.
“In fact, 100% of the supply of coal, timber and other cargo to the terminals of the ports of Nakhodka and Vostochny is carried out by rail and sea, and crude oil – by pipeline. Exports of raw materials, as well as imports of goods from neighboring countries are mainly by sea. Only 8 companies with a small turnover during the year use road transport for import and export of goods. Thus, the construction of highway facilities is important for the development of the Primorsky Krai, but in fact does not affect the transit potential of the Russian Federation.

The route to Nakhodka became the most expensive long-term construction site in Primorye (photo). Although it all started positively: the first section was the road to the new airport terminal, built before the APEC summit in 2012. Then it was continued in the form of a bypass Artyom and then – almost to the gaming zone. These sections were really put into operation and many motorists were shortened. But then the problems began.
For several years, Primorsky residents have been observing the construction of a new section (18-43 km) from the side: it starts in the area of the gambling zone and leads almost to Bolshoi Kamny, bypassing Shkotovo and Smolyaninovo. This section is being built by Transstroymekhanizatsiya, formerly part of Arkady Rotenberg’s Mostotrest, and since 2020 has been part of Rotenberg’s and VEB’s Natproektstroy group of companies. But in the initial period – December 2020 – the builders did not meet. He was postponed for a year, but again did not have time. As of November 1, 2021, the backlog of various works ranged from one to 14 months. This was largely due to the aforementioned landslides, which had to suspend work and make changes to project documentation. It also affected the cost of construction: according to preliminary estimates, it increased by 69% (from 20.67 to 34.87 billion rubles).
However, the Accounting Chamber noted a positive trend since the previous audit: for 10 months of 2021, the backlog from the schedule has more than halved – from 14.5% to 6.4%.
“According to the estimates of the Accounting Chamber, taking into account the adjustment of project documentation and the application of engineering protection solutions, the actual readiness of the facility last year was about 55%. Based on the regulatory deadlines for the implementation of works after passing the state examination, the completion of construction is expected not earlier than 2023, “- said the auditor.
The leadership of the Primorsky Krai and Rosavtodor supported the proposal of the Accounting Chamber to consider the issue of reconstruction of the existing road in general. “I agree with the proposal of the Accounting Chamber, taking into account that the first stage needs to be completed, including the completion of the bypass through the Big Stone. It should be understood that this is the largest node now, which is the center and driver of shipbuilding, metallurgical plant. Therefore, this section needs to be passed and the reconstruction should be considered further, ”the governor of the Primorye Territory Oleg Kozhemyako said at the board.
“We will once again analyze all aspects of the first stage of construction of the facility and the substantiation of investments for the second stage presented by the Primorsky Krai. And based on the recommendations of the Chamber of Accounts, we will bring the issue of possible reconstruction of the existing road for consideration by the Scientific and Technical Council of Rosavtodor, “said Deputy Head of the Federal Road Agency Igor Kostyuchenko.
Thus, the fate of the route has not yet been determined, but it is already clear. The Ministry of Transport and the Federal Road Agency (Rosavtodor) should consider a possible alternative by June 1.
