Fines for fakes about the work of Russian government agencies abroad
On April 5, a law will come into force establishing liability for fakes about the work of state bodies of the Russian Federation abroad.
In this case, we mean the embassies and consulates, the prosecutor’s office, the Rosguard, the Ministry of Emergencies and the Investigative Committee. Violators are subject to fines or imprisonment for up to 15 years.
The maximum penalty for spreading false information is 15 years in prison. Similar measures are already in place against distributors of unreliable information about the actions of the Russian Armed Forces.
Indexation of social pensions
From April 1, social pensions will be indexed by 8.6%. We are talking about pensions for old age, disability, in case of loss of a breadwinner, as well as payments to children whose both parents are unknown.
According to estimates by the Russian Ministry of Labor, the increase in social pensions in April will affect about 4 million people. By the end of the year, 33.7 billion rubles have been allocated to increase payments from the federal budget. You do not need to submit any applications for indexing, all changes will occur automatically.
Preferential mortgage with increased rates
From April 1, on behalf of the President of the Russian Federation, the rate on preferential mortgages on new housing will be increased in the country: instead of the previous 7%, it will now be 12%.
For Moscow, St. Petersburg, Moscow and Leningrad regions, the maximum mortgage loan should not exceed 12 million rubles. In other regions, including the Primorsky Krai, a limit of 6 million rubles has been set. At the same time, preferential rates for family, rural and Far Eastern mortgages remain.
Spring call and postponement for IT specialists
The spring call will start on April 1 and will last until July 15. Men between the ages of 18 and 27 who are on the military register or not, but who are required to be on the military register and are not in reserve, are eligible for conscription.
However, IT professionals with higher education and one year of experience will be able to get a deferment. In addition, the rules apply to professionals with less than one year of experience, but provided that they graduated a year before their appointment.
Companies that want to keep their young professionals will have to compile a list of such employees and send them to the Ministry of Finance of Russia no later than May 1, 2022. Then the ministry will send the generalized list to the Russian Ministry of Defense, and it, in turn, will form the final lists and send them to the military registration and enlistment offices for registration of deferment.
Cashback for children’s vouchers
The start of the children’s cashback program in 2022 was scheduled for March 31. This means that in April it will be possible to buy children’s vouchers and get back part of the cost of each of them. If the shift in the camp is more expensive than 40 thousand rubles – the maximum amount of return will be returned – 20 thousand rubles. If the ticket price is lower, 50% of the ticket price will be reimbursed.
The program applies to stationary camps, public and private – information about the participants will be published before the start of sales on the site mirputeshtey.rf. Cashback extends to May holidays and all summer.
According to the State Duma, this year the funding of the program has been increased to 7.5 billion rubles – in 2021 the government sent 5 billion rubles for children’s cashback.
“Public services” for teenagers
From April 2022, teenagers who have already received a passport will be able to register on the Gosuslugi portal. To do this, you will need to enter SNILS data, passport, phone number and e-mail address. Parents or guardians will be able to register younger students.
On the portal, high school students will be able to go to their electronic diary, see homework or get information for admission to school. Teenagers who want to work part-time during the holidays will be able to apply on their own.
Enrollment of children in schools
For the second year in a row, the enrollment of children in the first grades of municipal schools in Vladivostok begins on April 1, and not in February, as before. According to the mayor’s office, such changes have been approved by the Russian Ministry of Education. According to the Department for Work with Municipal Education Institutions, 7,041 children will go to the first grade in 2022.
Acceptance of applications for first grade for children living in the designated area, as well as eligible for emergency, priority and priority admission, begins on April 1 and ends on June 30.
As before, entrance examinations for the first grade are not conducted, but schools with in-depth or specialized study of certain disciplines can conduct individual selection of students who have the ability to study them. The same rule applies to educational institutions in the field of sports and art.
Student cards will be earned in Primorye
From April 12 in Vladivostok, Artyom, Nakhodka and Ussuriysk student cards will start working. They will be issued free of charge to all students of general education institutions in Vladivostok, Artyom, Nakhodka and Ussuriysk.
The student card will allow cashless payment for school meals and travel on public transport. The same student card will be used to access the school. Additionally, if desired, there is an SMS notification of parents about the arrival and departure of the child. The student’s card will be able to work in the form of a plastic card or through applications on a smartphone.
The government of Primorye promises that, in addition to the student card, from April 12 the start of work and other services in the fields of security, tourism, housing, education and transport, designed to make life more comfortable.
Voting for landscaping areas
On April 15, online voting will begin on the selection of public spaces for improvement within the framework of the national project “Housing and Urban Environment”.
According to the Deputy Prime Minister of Primorye Elena Parkhomenko, the largest selection of public areas for improvement in 2023 will be presented to residents by Vladivostok. 10 applications were submitted from the city district.
Voting ends May 30. Everyone who is 14 years old will be able to take part in it.
